Concerns are surfacing across the state over how supervisors of elections will handle provisional ballots in this election.

Provisional ballots are used when a voter shows up and does not appear on the voter rolls, is listed as ineligible because of a felony, or thier identification doesn't match.

Some supervisors are allowing voters to clear up the misunderstanding at the polls and cast a normal ballot, others are not.

Election Supervisor Ion Sancho Says it could be a nightmare if there are too many provisional ballots.

"In a county that gets two, four, or ten thousand of these, quite frankly, it would be an impossibility to check them all within two days. So, the supervisors of elections are very cognizant of this; that this process may actually lead to the disenfranchisement of legal voters. That's the last thing we want to do."

The Secretary Of State is worried that exceptions in some counties could lead to lawsuits over whether voters were treated differently.
