It's the same all over the place: idealists have great visions of what "profits" are in store, but reality sets in and surprise; it takes money to make money. Governments all the way through to the federal level all go to the same school of how to not make money and waste tax dollars. When I went to school, back in the 50's, we were the richest nation on earth in every sense of the term.
