Comment: I live one mile west of Milton and have a Milton address and have Milton water system, but do not live in town. They can do whatever they want to do. I will just quite shopping in Milton and go to Pace and Pensacola to do my shopping. Comment: You need to be clear about who this affects. When one says "people from out of town" most would think somewhere out of the area. For people like me who do not live in Gulf Breeze Proper but whose address is listed as Gulf Breeze it affects them too. I think this is a really bad idea. One who causes an accident are already charged and billed for the accident. To charge people an additional amount for the same charge seems like double taxation. Also, what if you who owns the car are not in the car, you let a friend drive your car, and they have an accident then is the owner charged the fees? And one unintentional consequence could be that no one calls for police or ambulance services but calls a tow truck and gets out of there. More problems there. I just think it is double taxation. These jurisdictions already receive funds from the State of Florida for working accidents in their respective areas and freeing up the highway patrol. All residents pay for these funds through taxes they pay. Will these jurisdictions begin refunding the state for the monies they are paid when they also collect from the drivers? Comment: I can understand city government trying to figure out ways to increase revenues. It is ashame the out of town driver has to be the one paying the bill. People from out of town are not familiar with the city they may be passing through. People living there and use the roads every day don't show out of towners respect on the open road. The out of towner may drive a little slower to try and find a turn off road. Comment: This "new tax" is the City's way of rebeling against the state and the voters for lower property taxes, and if it's not illegal, it should be! Rather than reducing costs, which all government agencies need to do, they come up with some back door scam to attempt to get the tax money back. This is not only wrong, it will likely bias law enforcement official who respond to accidents but if they find the non resident at fault, the City will reap additional revenue. Then, look at the other issue. The city council passes this ordinance and excludes the only people that voted them into their jobs and only people that can vote them out. Comment: This is a money maker, pure and simple. The police and fire department personell are paid regardless of whether or not they respond to a call. They don't have to buy a new fire truck or hire a cop to cover your accident. They staff per a formula that shows how may police and firemen are needed per 1000 of population. Comment: Consider this, police should not be investigating crashes that do not involve criminal charges. Most crashes don't involve criminal charges. Most traffic tickets are civil infractions. The police should be responsible to clear the road, and have EMS tend to the injured, that's it. The police are only doing the work for insurance companies. Who do you think would charge more for a crash investigation, the police or an insurance company? A simple crash report takes at least an hour of an Officer's time. Comment: I strongly opposed this, and I made it well known this morning to the City of Milton, the Santa Rosa County Sheriff's Office, the Board of Commissioners, and the City of Gulf Breeze. First of all, the City of Milton held the hearing for this "accident fee" charging Monday at 5:00 p.m. when they KNEW that most people were still at work or just getting off work. I was told "Technically, it is after work." They is no way to make it to a City meeting scheduled for 5:00 p.m. unless you work for the City or get off early, and they know that no one can afford to lose pay to attend their 5:00 p.m. meeting. There is absolutely no way to make it to a 5:00 p.m. meeting if you work in Pensacola. This business about holding public meetings/hearings at 9:30 a.m. or 5:00 p.m. when no working person can attend is exactly why they get away with passing these kinds of obsured laws. They need to pass a law prohibiting these types of scheduled meetings. I inquired as to how many people appeared for their 5:00 p.m. public meeting, and I was told there was 1 person who showed up who was opposed, and the gentleman lives in the Milton city limits. He was opposed because of the impact on his "out of city" family who might come to visit him and get in an ACCIDENT in the city limits of Milton, and the City of Milton charging them $235 for the police to respond, plus a $50 administrative fee, and if the fire department had to respond and use the jaws of life or something else, charging them an ADDITIONAL $300 for the fire department plus a $50 administrative fee, for a grand total of $635 for having an ACCIDENT in the Milton City limits and for not living within the city limits. Then I was told that in most cases, your insurance company would pay for this cost of recovery fee. Well, that's real nice of them... while you are charging us to come to our aid as a public service worker find another way to increase our already too high insurance premiums. I told Ms. Adams if the City of Milton wanted to have a "Cost of Recovery Fee," then they need to stop allowing City of Milton police officers from driving the City's police cars home. I personally heard a Milton City police officer tell a beautician that the benefits of being a city police officer are better than any other officer job, and he lives in Pensacola, works at the City of Milton Police Department, and drives the City police car home from Milton to Pensacola. Today, Ms. Adams confirmed that the police officers do drive the police cars home. They could recover a lot of costs by leaving the police cars at the department and paying for their own gas to go back and forth to work like all the rest of us working people. You don't see the trash collectors driving the garbage trucks home or ambulance drivers driving the ambulances home. If an off duty Milton police officer or fireman gets in an ACCIDENT and lives outside of the city limits, I wonder if the City of Milton will penalized them for living outside the city limits by charging their own workers the "cost of recovery fees?" Or what if a "in city" Milton resident gets in an accident on Avalon, will he be required to pay $350 to the closest fire department (for example, Avalon Mulat to whom is already designated as receiving a portion of my property taxes each year) for having to come to his rescue? Come on... their job is public service~~ to protect and service the public, or did the City of Milton vote to change that at 5:00 p.m. on Monday, too? Additional "Cost of Recovery Fee" could come in the way of firing those city workers who spend AT LEAST 2 hours hanging out in the city work truck at Marquis Basin doing absolutely nothing while on the time clock. The City could also recovery costs by dismissing the 3-4 city workers who stand around doing nothing but watching the 1 city worker do all the work. The City could allow some of the inmates to cut the grass, pick up trash, and so forth instead of us having to pay to keep them cool and comfy in the air conditioning in jail. As a result of this ridiculous City ordinance or whatever you want to call the method of padding their own pockets, I have made the decision to stay out of the city limits of Milton because even if I am extra careful, some idiot using a cell phone, putting on makeup, or reading the newspaper in front of me and not paying attention to his/her driving just might slam on the brakes in front of me causing an accident, but being that I hit him/her from the rear, I would be at fault although he was unable to do 3 or 4 different things while driving. The Milton city limits begin around Food World/KMart and end at the Blackwater bridge near the courthouse. I consider myself fortunate to have no family or friends living within the city limits of Milton. I was told that Gulf Breeze's city limits begins at the 3 Mile Bridge and ends at the trees near the conservation area. I will shop and bank only in Pea Ridge, Pace, and Pensacola for all of my needs. I will pay the $6.00+ (another rip off) to cross the Garcon Point Toll Bridge and shop at the Wal Mart in Gulf Breeze (it's out of Gulf Breeze's city limits). I will use the County Clerk and Tag offices in Pace or near the Gulf Breeze Zoo. I will pay my Gulf Power bill online instead of dropping it off at the Milton office. I will use the Bagdad post office or drive to Pensacola to mail my packages (never liked the unprofessionalism and extremely slow pace at the Milton post office anyway). I will use I-10 to bypass the Milton city limits all together. As long as you turn left onto Hwy 90 from Avalon, you are out of the Milton city limits, and everything I need to access or do can be achieved by turning left. If every single one of us Milton "out of the city limits" residents took a stand and no longer poured our money into the City of Milton, perhaps all the businesses would take a stand with us, or better yet, maybe they will close their stores in within the city limits of Milton and move elsewhere. Then the City of Milton would only have to tend to the city limit folks, many who walk everywhere anyway. By the way, do you know what time the City of Gulf Breeze is holding its meeting? I would guess that it will not be at a time when the public can actually attend. It will probably be 9:30 a.m or 5:00 p.m.; thus, this ordinance will likely be passed in Gulf Breeze, too. Guess I'll be going to the beaches in Destin this year. One final thought, I hope the City Council Members and the City Managers try to set a good example for the rest of us "out of city" drivers by showing us how they will bill us for these public service fees by being the first group of people to incur the "cost of recovery fees." Comment: After hearing of the new Santa Rosa County, Highway Robbery attempt by County law enforcement, and their fire departments, charging out of county people in accidents a $285.00 and a $350 charge if they are at fault in a accident. As bad as things are these idiots are trying to rape people. It’s a shame and disgrace for anyone to try and bring this kind burden upon anyone. I for one live on Quintette Road and just past the county line. I will never go to Walmart, Target, Home Depot, Lowe’s or Winn Dixie in Santa Rosa County anymore. They were my favorite stores and close together. Now the Escambia is looking at rapeing its people. Im going to Atmore or Brewton, Alabama to shop.

Comment: Don't we support our local Law Enforcement with Property Tax and a County Fire Tax. We can't hardly make ends meet now. I see County Sheriffs and Police cars parked at their homes and they drive them everywhere. Who buys the gas and up-keep on these cars? We do. Look at the Fire Department. They have Crown Victoria's, pickup trucks and drive them everywhere including to their private workplace. Who buys the gas and the up-keep on these? We do. Comment: I will try to avoid driving in Milton. You said "The funds generated from the user fee will go back into the city's general fund which supports the police and fire departments." That means if there is an accident involving a Milton resident and a non-resident, then the Milton Police Department will make more money if the Police say that the non-resident caused the accident. So, if you are a non-resident and are driving in Milton and a Milton resident runs a red light and crashes into your car, then the Milton Police will be motivated to blame it on you. Comment: Yes, I support it. I was the Fire Chief of a Volunteer Fire Dept. in Texas for Five years. We charged our costs of fighting fires to the property owners insurance. It is covered on the home owners policy, and is probably covered on automobile insurance policies. Comment: I see no problem with charging every person involved in an accident $100. If you are found not at fault, it's a fee you could recover from the at-fault driver's insurance. Most accidents are the result of poor drivers and there's no reason that they should not pay for a portion of the city services required to clean up after them. They can let go a lot of city workers who really don't have much to do anyway to save the city some money; or how about the cops leave the city police cars at work instead of driving them home? Does the city pay for the gas that goes into the police cars that the cops drive home? Why don't they properly budget the money they have already coming in now? How about them cutting their salaries? It is not like the Pensacola/Milton area has great high paying jobs or a low-cost of living where the working class people have an extra $635.00 just sitting in their pockets to give to the City of Milton or the City of Gulf Breeze for being involved in an accident. Do they even know what the definition of accident is? It is not like we drive around wanting to be in an accident, especially in one and at fault. Accidents happen. Comment: We moved to Milton 10 years ago from Atlanta and chose to live outside the city limits of Milton, mostly for privacy reasons. If the mayor, City Police, and Milton Fire Dept. don't want us in Milton city limits, I will go to Ward Basin Road and go to Pensacola to do my shopping once a week vs. 4 - 5 times in Milton. I feel for the businesses inside the Milton city limits and hope the city residents can maintain the cash flow for the businesses inside the city limits. Maybe they are doing me a favor. Comment: Since the City of Milton and City of Gulf Breeze want to make more money off of non-city residents, why don't government officials do something constructive like deleting that large portion of school taxes off the property tax bills they collect from people who have no children in school or who have no children at all? Why don't the officials collect school taxes from only those people who have children in school? I don't live in the city limits, but there are Milton schools within the Milton city limits to which I contribute every single year when I pay my tax bill, and I have no children at all. Of course, we would never see them do something like this because they might have to take a reduction in their salaries or give up something else beneficial to themselves. Not too long ago, no one wanted to fund the ECAT bus system. They wanted the people who rode the bus to pay higher bus fares. Isn't all of this really the same thing? If you live in the city limits, you have the conveniences of everything right in your area, and you enjoy the city benefits. People who live outside the city limits pay more in many ways to commute to the city whether it is to shop, to bank, or to work, and now the city council, the mayor, and other officials want to charge those who live out of the city limits more for coming into the city and getting into an accident? Add insult to injury. They need to learn how to manage the funds they take from us already. All they do is take, take, take from us. The Garcon Point Toll Bridge is a prime example. If officials knew how to properly manage the money we contribute now, that bridge would have been paid out a long time ago. Over $3 bucks one way is extremely expensive. I thought tolls were to pay for the bridge, and then it was removed. I can't ever see those money hungry officials removing the toll, but they could greatly reduce the tolls and still maintain that bridge. Plus, they would probably make more money at $0.50 to $1 one way because more people would use the toll bridge. We need to oppose these kinds of actions taken by the people we vote into office. Next, they will want to bill us for responding to a home invasion at our home, bill a rape victim for reporting an assault, bill you for looking for or locating your missing child. This absurd law opens up way too many avenues for them to charge us for other public protections and public service. What goes around, comes around. Good luck, Milton city limit businesses. Comment: After reading some of the responses, I would like to make one more quick comment for clarity according to my conversation with Ms. Adams on yesterday. This law does not apply only to out of state visitors or out of town guests. THIS LAW AFFECTS YOU AND ME WHO DO NOT LIVE WITHIN THE CITY LIMITS OF MILTON (from the right of Avalon by KMart to the bridge by the courthouse). Everything to the left of Avalon is outside of the Milton city limits. Therefore, you can shop at Wal Mart and Lowes. If you are a Milton resident and live by WalMart, have your accident by WalMart or Lowes, and you will not be charged by the City of Milton because that area is outside the city limits according to Ms. Adams. But, if you live by WalMart, are traveling to Bealls or any other store from Food World to the bridge by the courthouse to shop, are involved in an ACCIDENT, and are found to be at fault, you, a "non city limit" resident (because you live outside the Milton city limits), WILL BE charged. Who is more at risk of being involved in an ACCIDENT within the city limits of Milton or the City of Gulf Breeze ~~ you and me or an out-of-town visitor? You and I are because we travel that road more often than someone just visiting our area. Besides, when you really look at what is located within the city limits of Milton, there's really not much there for out-of-town visitors to do anyway. Statistically, the Milton residents, whether you live inside the city limits or outside the city limits, drive these roads daily so it will be you and I who will pay the price under this absurd law, not out of state or out of town people. If that's the case, I never pay for anything I don't want so they might as well keep their tickets and find another job because I really want need them! We'll just have to become armed citizens and take care of ourselves. A 5 year concealed weapons permit is a lot cheaper than getting into an accident in the Milton city limits, which could take an extra $635.00 out of my pocket in addition to a wrecked car, damage to my body, and an increase in my insurance premiums. Comment: I am a local Businessman that collects and pays sales taxes in Santa Rosa county. Why would the city of Gulf Breeze do something so anti tourist. The tourist make up the majority of all business income in this area. An accident is an accident. Are publicly paid employees supposed to sit on their duffs and not do anything?? This is a cross between laziness and run away silliness in polictics. I would hate to lose all of our tourism to Gulf Shores because of some silly accident fee.
